Cub Scout Leaders

Is it possible for a Webelos Cub Scout to earn his Arrow of Light in just one year? ?
My son is in 4th grade and in Webelos I this year. Next year he will be 11 and old enough to join Boy Scouts. As I read it in his book the requirements for the Arrow of Light are
1. Be active in his Webelos den for 6 months after turning 10.
2. Show knowledge of the requirements to become a Boy Scout.
3. Earn a total of 8 activity badges (book specifies some specifics)
4. Visit a Boy Scout troop meeting and a Boy Scout-oriented outdoor activity.
5. Participate in a Webelos overnight camp out or day hike
6. Meet with receiving troop and scoutmaster and turn in application.
It says nothing about him having to be in Webelos II. I have asked his scout leader but she doesn’t know. The pack has no cub master.
If any scouts, scout parents, scout leaders, or cubmasters knows the answer to this please let me know.

To join a Boy Scout troop, a boy needs to meet these requirements:
“Boy Scouting, one of the traditional membership divisions of the BSA, is available to boys who have earned the Arrow of Light Award and are at least 10 years old or have completed the fifth grade and are at least 10, or who are 11, but not yet 18 years old. The program achieves the BSA’s objectives of developing character, citizenship, and personal fitness.” ( http://www.scouting.org/BoyScouts.aspx )
Your son will be old enough when he completes the fifth grade OR turns 11, whichever is sooner.
