Scout Anniversary

I feel like im drifting from my BF?
My boyfriend and i have been dating for 9 months now, and were both 16. He is in boy scouts so this summer i have seen him a total of 4 times out of 2 months. I haven’t seen him for a month and a week. I feel like im drifting from him, but im not sure because i might just be used to the feeling of him being gone. I really really really want this to work out because i love him and he loves me, but its hard when he is never there. He wasn’t there for our 6 month anniversary even because of boy scouts 
or there for my surgery because of (you guessed it) boy scouts. I just don’t know what to do anymore. Please Help!!! Oh yea he says he will be getting his eagle in about 4 months, should i wait it out till then?
he’ll just find some other boyscouts or some other excuse, id find me a new boyfriend
